A permanent resident is someone who has been given PR Visa status by immigrating to Canada, but is not a Canadian citizen. Permanent residents are citizens of other countries.

Refugees who are resettled from overseas become Canada Permanent Resident through the Government-Assisted Refugee Program or the Private Sponsorship of Refugees Program.

Someone who makes a refugee claim in Canada does not become a permanent resident at that time. To become one, the Immigration and Refugee Board must first approve their claim. Then, they must apply for and get PR Visa status.

Are you looking to become a Canada permanent resident? You are not alone. Well over 200,000 people become Canadian permanent residents every year. Most applicants want to obtain PR Visa so that they can eventually obtain citizenship and a Canadian passport. There are many different Canadian immigration programs under which a person can apply to become a Canada permanent resident.

Your PR card can be used to show that you have Canada Permanent Resident, PR visa, status in Canada. If you travel outside Canada, you will need to show your card and your passport when you come back on a commercial vehicle, like an airplane, boat, train or bus.

PRs traveling outside Canada who do not have a valid Canada Permanent Resident card, PR visa, or who are not carrying it, need to apply for a permanent resident travel document before returning to Canada by commercial vehicle.

What are the Benefits of Canada Permanent Residency?

As a permanent resident, you have the right to:

get most social benefits that Canadian citizens receive, including health care coverage,

live, work or study anywhere in Canada,

apply for Canadian citizenship,

protection under Canadian law and the Canadian Charter of Rights and Freedoms.

You must pay taxes and respect all Canadian laws at the federal, provincial and municipal levels.

Once an application is submitted and approved and the foreign national obtains their Canada permanent resident, PR Visa, they can immigrate to Canada and will have many of the same rights as Canadian citizens. Canada permanent residents are entitled to healthcare, establish their residence and work in any Canadian province, protection under the Canadian Charter of Rights and Freedoms, and to apply for Canadian citizenship once the requirements have been met.

In effect, the only difference between a Canada permanent resident and a Canadian citizen is the right to hold public office, join the military and vote. Becoming a PR Visa resident is a privilege, which can be withdrawn if the individual is convicted of a serious offence and as a result is deported.

Another way in which a Canada permanent resident can lose their status is by failing to meet their residency obligation. A Canada permanent resident is required to spend two years of every five year period in Canada. If, at a port of entry or at a Canadian visa office an officer is concerned that a Canada permanent resident has not fulfilled their residency obligation, they can count back five years to verify that the Canada permanent resident spent at least 730 days in Canada.

In order to fulfill the residency obligation, a Canada permanent resident must have spent 730 days within the last five years doing one of the following:

• Residing and remaining in Canada

• Accompanying their Canadian citizen spouse abroad

• Working abroad for a Canadian company

What permanent residents cannot do?

You are not allowed to:

vote or run for political office,

hold some jobs that need a high-level security clearance.

Time spent living in Canada

When you are a Canada Permanent Resident, (PR visa), you can live outside of Canada, but must live in Canada for at least two years in a five-year period. If you live outside of Canada for longer, you may lose your permanent resident status.
