There are two ways to change the CSV language format in MS Office:

Using the Save As dialog box:

Open the CSV file in Excel.
Click on the File tab.
Select Save As.
In the Save As dialog box, select the CSV (*.csv) file format.
Click on the Tools button.
Select Save Options.
In the Save Options dialog box, select the language that you want to use for the CSV file.
Click on the OK button.
Click on the Save button.

Using the Text Import Wizard:

Open Excel.
Click on the Data tab.
In the Get External Data group, click on the From Text button.
In the Text Import Wizard, select the CSV file that you want to import.
Click on the Next button.
In the Data Format dialog box, select the language that you want to use for the CSV file.
Click on the Next button.
In the Import Options dialog box, select the options that you want to use for importing the CSV file.
Click on the Finish button.
