The first [legislation](https://www.mindstick.com/news/2355/data-protection-legislation-will-stop-the-exploitation-of-client-data-and-punish-offenders) that sought to [protect workers](https://answers.mindstick.com/qa/41596/what-kind-of-state-labor-laws-resulted-from-progressives-lobbying-to-protect-workers) from their employers was the Factory Act, passed in 1892. Since then, many other pieces of legislation have been created to further improve workplace health and safety in Australia. The graph below shows how Australia's workplace health and safety has improved over the past [ten years](https://www.mindstick.com/news/2231/future-plans-as-microsoft-has-defined-the-past-ten-years-of-windows) (2000-2010). There has been a noticeable [improvement](https://answers.mindstick.com/qa/32074/which-state-introduces-land-improvement-schemes-act-bill-to-empower-farmers-in-state) in overall workplace health and safety since 2000, but this improvement is not as significant as it once was. Since the year 2000, there has been a steady decline in workplace health and safety. The graph above shows that this decline is not as significant as it once was, but it remains an issue that [needs to be addressed](https://yourviews.mindstick.com/view/80887/joblessness-is-an-intense-issue-which-needs-to-be-addressed). Many [factors contribute](https://answers.mindstick.com/qa/111939/what-factors-contribute-to-the-spread-of-misinformation-online) to the decline in workplace health and safety. One of the most significant factors is that far too many companies must comply with current legislation. Many businesses have been forced to outsource their [production processes](https://answers.mindstick.com/qa/112836/how-are-zero-waste-initiatives-transforming-consumer-habits-and-production-processes) overseas due to the rising labor costs in Australia.
