Delhi Development Authority (DDA) will be acting as a catalyst in as well as an expert planner against the role originally envisaged for it as a part of the simplification of the [implementation](https://yourviews.mindstick.com/view/60537/nationalwide-nrc-implementation-bjp-looting-congress-s-idea) of land pooling policy. Shri Duga Shanker Mishra, Secretary (HUA) with Vice-Chairman of DDA also participated in the whole discussion. At first, pooled land under the land pooling policy was to be transferred to Delhi Development Authority (DDA) which was to act as the DE - Developer Entity and undertake further sectoral planning along with the development of infrastructure in the pooled land. The Minister and LG now decided to do away with this necessity and land title continue to be with the actual landowners. This project is approved by the **Delhi Housing Society** and **Delhi Housing Scheme**. While both the Minister and LG shown concern over delay in implementing **Delhi [Smart City](https://answers.mindstick.com/qa/99768/what-are-some-of-the-challenges-associated-with-implementing-smart-city-technologies)** Land Pooling Policy, Shri Puri thanked Shri Baijal for his proposal in having 89 [rural areas](https://answers.mindstick.com/qa/113789/how-can-governments-address-the-challenges-of-unequal-access-to-education-in-rural-areas) stated as urban estates under the Delhi Municipal Act, 1957 and 95 rural areas as fully Development Areas, as required for the completion of land pooling. DDA was heading to formulate essential regulations under the Policy according to the changes in a month's time. DDA was also asked to make sure a single-window clearance mechanism for according essential approvals for speedy implementation.
